Summary of the Past Year and What’s New in the Twelfth Edition

California’s firearm restrictions are among the strictest in the nation, and this past year saw even more significant regulatory shifts. With Second Amendment advocates running short of options to restrict gun rights further, California created a new “Office of Gun Violence Prevention” within the California Department of Justice. Additionally, the DOJ is now required to provide an annual report to the Legislature, detailing federal firearms licensee (FFL) inspections and related firearm issues—clear signals that lawmakers are increasingly focusing on regulation, even as criminal misuse of firearms often goes unaddressed.

Significant Legislative Changes

California firearm owners saw notable legal victories this year, particularly in challenges to restrictions on concealed carry weapon (CCW) permit holders, including lengthy CCW application wait times and limitations for non-residents. Additionally, lawsuits targeting California’s one-firearm-per-30-days purchase restriction and the new tax on firearm and ammunition sales are currently ongoing. Other important cases include Duncan v. Becerra (challenging the restriction on “large-capacity” magazines), Boland v. Bonta (challenging the handgun roster requirements), and Junior Sports Magazines v. Bonta (challenging the ban on marketing firearms to minors).
